A federal judge dismissed with prejudice a suit filed by an attorney who contended that Allstate Insurance, Federal Express and dozens of other companies schemed to defraud Medicare.

Western District Judge William Skretny said that despite “numerous safe-harbor opportunities” offered by the court, attorney J. Michael Hayes failed to back away from claims he had “direct and independent knowledge” that companies were committing fraud in “all” instances where they filed claims on behalf of Medicare recipients.
