A former aide to an Assembly member cannot sue the state, the Assembly or former Assembly speaker Sheldon Silver under Title VII of the federal Civil Rights Act for sexual harassment she claimed she endured from her former boss, a federal judge ruled.
Title VII bars actions such as Caitrin Kennedy’s when they are directed against elected officials by members of their “personal” staffs, Western District Judge William Skretny decided in Kennedy v. State of New York, 14-cv-990S.
