A judge dismissed a loitering charge against a man for allegedly shooting dice on an Albany street after finding the information against him contained no details about whether a police officer saw money changing hands.
Without that crucial detail, Albany City Court Judge Rachel Kretser said the violation of loitering against Kenneth Love under Penal Law §240.35(2) cannot stand.
