Changes to the state Freedom of Information Law proposed by Gov. Andrew Cuomo would weaken the statute and create a significant exemption to compliance by government agencies, a coalition of public interest groups said Friday.

The groups urged leaders of the state Assembly and Senate to adopt budget proposals that remove two changes to FOIL that Cuomo included in his 2016-17 executive budget plan.
