The New York City Council passed legislation Wednesday that would reduce penalties for minor offenses such as littering, violation of park rules and public urination.

The eight bills constituting the Criminal Justice Reform Act are intended to stave off the creation of permanent criminal records for minor offenses and divert more than 100,000 cases from the Summons Court to the city’s Office of Administrative Tribunals and Hearings (OATH).
