The New York City Council was within its rights to pass a local law requiring the Department of Housing Preservation and Development (HPD) to disclose data about subsidized housing projects, a divided appellate panel said Thursday.
The ruling by a 3-1 majority of the Appellate Division, First Department, centered on Local Law 44, which mandates that HPD create a website tracking information about awarding and monitoring contracts with developers.
