A Rochester City Court judge should be censured for trying to intercede with a state Supreme Court justice who was hearing a suit the city judge filed against an auto insurer, the state Commission on Judicial Conduct recommended Thursday.

The panel said Judge Maija Dixon had improper contacts twice in 2013, once by phone and once in a letter, with Monroe County Supreme Court Justice J. Scott Odorisi to express concerns about her case against GEICO General Insurance Co. and urge Odorisi to schedule a conference.
