Mayor Bill de Blasio signed into law on Monday a package of eight bills that will allow low-level offenses such as public urination, littering and drinking in public to be punished with civil rather than criminal penalties.

Collectively deemed the Criminal Justice Reform Act by city officials, the legislation also includes changes to authorize the Office of Administrative Trials and Hearings to offer offenders the option of completing community service rather than taking a civil penalty for low-level offenses and reduces civil penalties for unreasonable noise violations.
