A 16-year-old girl with “multiple complex needs” who has been in and out of foster care most of her life has the right to be at a meeting where decisions will be made about her future, a Westchester County judge has ruled.

Family Court Judge Arlene Katz ordered the Westchester County Social Services Department to arrange for the transportation of Denise J. from the New Hampshire facility where she has been placed to the White Plains courthouse where a permanency hearing is to be held on Thursday.
