State Attorney General Eric Schneiderman and Utica public school officials have settled a suit in which the state claimed some immigrant children in the city were not given a fair opportunity to get diplomas.
A consent decree filed before Northern District Judge David Hurd requires the city to provide instructional programs that will give the children of immigrants over 16 a better chance of graduating. It will also require that an independent monitor be appointed.
