An appeals court upheld the state police’s refusal to issue a former 25-year veteran a retirement card entitling him to a permit to carry a concealed weapon.

The Appellate Division, Third Department panel wrote that former trooper Terry Kittle retired in 2012 amid a complaint that he was derelict in his handling of a 2011 traffic stop and that investigators determined that several other misconduct allegations were “founded.”
