Criticizing a parole board’s ruling to keep an inmate behind bars as a mere “regurgitation” of oft-used jargon by parole panels, a judge has ordered a man released after 20 years in prison for kidnapping, robbery and other charges.

Acting Supreme Court Justice James Pagones, sitting in Dutchess County, ruled that Roberto Ciaprazi is well aware that he faces immediate deportation to his native Romania when released. But the judge said the parole commissioners’ December 2015 ruling reflected a disconnect with the circumstances of Ciaprazi’s case.
