A judge has declined to ease some restrictions placed on the activities of a sex offender in a secure psychiatric unit, which the plaintiff said are inhibiting his ability to prepare a suit challenging the terms of his confinement.

Joseph Gallagher is the lead plaintiff among 14 sex offenders who argue their First, Fourth, Fifth and Fourteen Amendment rights are routinely violated through forced confinement in Central New York Psychiatric Center in Marcy.
