A judge upheld New York City’s decision to deny security clearance to a civilian social worker at Rikers Island based on a criminal record he racked up years before becoming a licensed clinician and adjunct college professor.
Manhattan Supreme Court Justice Carol Edmead said Tuesday she would interpret state Correction Law broadly to include social worker Gary Graves’ employment—and that of other contracted private workers inside city Department of Correction (DOC) facilities—as seeking “membership” in a law enforcement agency for security clearance purposes.
