An Oct. 20 forum at Columbia Law School in Manhattan will focus on how a possible state constitutional convention could affect the home rule provisions contained in Article IX, §2 of the current state Constitution.
“Home rule” is the shorthand that refers to the sometimes controversial issue of what local governments are empowered to do in New York by themselves and what they need specific authorization from the governor and state Legislature to do.
