This is the second article in a review of new criminal justice legislation.1 This article will review new crimes enacted by the Legislature, as well as procedural changes. In addition, the column will discuss new laws affecting sex offenders and prisoners. Finally, there will be a discussion of the City Council’s new law affecting low-level quality-of-life offenses. In instances where legislation is awaiting the governor’s signature, only a bill number is included.

New Crimes

The Legislature enacted a number of new crimes in the last session. One new law seeks to protect young girls from the harmful practice known as female genital mutilation (FGM). FGM is a 5,000-year-old harmful cultural practice that consists of procedures performed on the female genitalia without a medical purpose. It is prevalent among communities of different religious backgrounds and is, among many groups, performed to preserve a girl’s virginity, control her sexuality, or to be a prerequisite to marriage.
