This article reviews Article I, Chapter 5, of the Zoning Resolution, which allows, under certain circumstances, the conversion of a building to residential use without regard to the generally applicable residential bulk regulations.

As explained in the 1981 City Planning Commission Report, “Lofts: Balancing the Equities,” which was issued in connection with the original adoption of Article I, Chapter 5, the city at that time recognized that conversion of commercial and manufacturing buildings was an increasingly important component of the city’s real estate industry and sought to establish housing and density standards appropriate to such “recycled buildings.” (Its adoption was accompanied by various measures designed to protect and encourage continuation of manufacturing use in certain locations in Manhattan.)
