ALBANY - “Negligent and inappropriate” conduct by state prison guards contributed to the death of an inmate who didn’t receive emergency treatment for cardiac arrest because officers thought he went limp voluntarily, a judge has ruled.

State Court of Claims Judge Frank Milano ordered that a trial be held in his court to determine what, if any, damages are due the family of Leonard Strickland for the excessive force that guards used against him in dragging him through the Clinton Correctional Facility in Dannemora just prior to his death on Oct. 3, 2010.
