At her investiture as Chief Judge of the New York Court of Appeals, Janet DiFiore challenged the bench and the bar to make excellence in the courts the hallmark of her first initiative as chief judge. At the recommendation of the Chief Administrative Judge’s Matrimonial Practice Advisory and Rules Committee (MPARC), which this author chairs, an array of statutes and court rules were proposed and enacted in the past two years that will provide significant change in both the practice and process of matrimonial law in New York State.
The new legislation, originally recommended by the MPARC and supported by the chief administrative judge as part of the Office of Court Administration (OCA) annual legislative recommendations, were enacted and signed by Governor Andrew Cuomo in the last two legislative sessions and sponsored by Assemblywoman Helene Weinstein and Senator John Bonacic, the respective chairs of the Judiciary committees in the Legislature.
