ALBANY – A woman who unwittingly married a Cuban spy as part of his efforts to infiltrate South Florida’s exile community cannot compel New York state to turn over Cuban government funds it holds in order to satisfy a court order in the woman’s favor, a federal judge ruled.

Northern District Judge Lawrence Kahn in Albany ruled that the Florida default judgment of $7.17 million against the Cuban government and the man, Juan Pablo Roque, who acknowledged marrying Ana Margarita Martinez to bolster his cover as a spy, is not legal under the Foreign Sovereign Immunities Act (FSIA).
