Architectural drawings for a Putnam County commercial development that were not formally submitted but were presented to a town planning board are considered public records under state law, an appeals court found.

In 2012, the developer for Patterson Crossing, a planned 408,560 square-foot retail center in Patterson, left architectural renderings with the town planner, which were presented to the planning board on May 31, 2012. The drawings were later returned to the developer.
