A New York City-based government reform group is challenging a new state law that imposes enhanced donor reporting requirements on some nonprofit groups.

The new provisions of Executive Law §§172-e, 172-f limit exceptions granted to charitable, tax-exempt groups. The new law lowered from $50,000 to $15,000 the minimum annual of spending on lobbying before the organizations are required to disclose individual donors, and $5,000 to $2,500 the minimum amounts of donors’ contributions subject to disclosure.
