ALBANY – New York City can be held partially liable for a 2004 accident along a busy Brooklyn street in which a 12-year-old bicyclist was seriously injured by a speeding car, the state Court of Appeals concluded Thursday.

The 6-1 court said in Turturro v. City of New York, 195, that a jury properly found city transportation officials did not conduct the right kind of studies about known hazards of speeding vehicles along Gerritsen Avenue and how traffic could be “calmed” to make the road safer.
