A state appeals court has reinstated an indictment against a retired investigator for the Putnam County Sheriff’s Department that accused him of beating and choking a shackled prisoner.
The unsigned decision Wednesday by the Appellate Division, Second Department, reversed a ruling last year to toss out the indictment for evidentiary and procedural issues.
