A contractor and a property developer have agreed to pay $255,000 to settle allegations they failed to enforce prevailing wage requirements on a public works project.

A. Aleem Construction, Inc., its owner Mervyn Frank, West 131st Street Development Corp. and two of its principals will pay that much in penalties and restitution to New York State under a settlement announced by Attorney General Eric Schneiderman.
