Oxford Health Plans (NY) Inc. and Oxford Health Insurance Inc. have been fined $1 million for what New York state regulators said was the use of unlicensed agents and a failure to properly respond to consumer complaints within 15 days as required by law.

Under New York state insurance law, agents or brokers must be licensed in order to engage in business involving insurers’ products.
