Expanded authority for a civilian lawyer charged with monitoring compliance with limits on surveillance by New York City police on Muslims and other groups is a key part of a revised settlement announced Monday.
The new agreement, which still must be approved by a federal judge, strengthens the role of the attorney who will sit on a panel of police officials that will discuss the progress of police investigations.
