Key legislators are raising concerns about Gov. Andrew Cuomo’s proposal to create a Division of Central Administrative Hearings in the executive department of state government.
Cuomo’s proposal calls for consolidating under one agency the nearly 600 hearing officers and administrative law judges (ALJs) now operating in 20 state government executive agencies. The new office would be headed by a chief administrative law judge to be appointed by the governor, under the proposal.
