ALBANY — As the Legislature and Gov. Andrew Cuomo continued haggling over the 2017-18 state budget Friday, one provision expected to be included is a statewide expansion of ride-hailing services such as Uber and Lyft.
While the new fiscal year begins on April 1, the pace of talks toward agreement on the approximately $152 billion budget appeared to slow as the deadline approached, and legislators conceded privately Friday afternoon that passage of a new budget was almost certain to drag into the first week of the new month.
