ALBANY – Uber said it planned to begin statewide operations in New York by this summer based on authorization included in a new state budget agreement between Gov. Andrew Cuomo and the state legislature.

The budget plan of approximately $153 billion also included a deal to raise the age of criminal responsibility from 16 to 18. The plan to “raise the age,” as both supporters and opponents dubbed it, was the most contentious element of the spending plan for fiscal 2017-18 and the chief reason the budget will be the latest to be adopted in the seven years Cuomo has been governor.
