Enactment of a 2014 New York state agreement to move more mentally ill clients out of group homes and into individualized housing is bogged down in a court dispute over state compliance.

While a spokesman for the state Department of Health insisted Monday that the state remains committed to adhering to terms of the 2014 settlement, Eastern District Judge Nicholas Garaufis has held hearings twice in the past two months in which he questioned the state’s sincerity at following through on the agreement.
