A civilian employee was unfairly banned from working on Rikers Island after eight years as a substance abuse counselor based on an illegal review of his criminal record, a judge ruled.

In Matter of Dudley v. City of New York, 100408/16, Manhattan Supreme Court Justice Barbara Jaffe vacated the denial of a security clearance for Darrell Dudley that was imposed on him and 28 other employees of Corizon Correctional Health Care, a private contractor, who worked at Rikers.
