MEMORANDUM DECISION AND ORDER I. INTRODUCTION Plaintiff Scott Hallman brings this action under the Federal Employees Health Benefits Act (“FEHBA”), 5.U.S.C. §8912, challenging Defendant the Office of Personnel Management’s (“OPM”) decision to deny insurance coverage and payment of benefits for a procedure he underwent to treat prostate cancer. (Dkt. No. 20). Now before the Court are the parties’ cross-motions for summary judgment. (Dkt. Nos. 27, 29).¹ II. BACKGROUND² A. Plaintiff’s Medical Treatment Few facts are disputed in this case.
