ESTATE OF LORETTA LEE CHOW A/K/A LORETTA CHOW, Deceased (20-4337/B/C/D) — The co-administrators c.t.a. of the estate of Loretta Lee Chow seek permission to modify the restrictions in their letters to allow them to collect and distribute the proceeds of a recovery from the September 11th Victim Compensation Fund (Fund), and they seek judicial settlement of their account with respect to those proceeds. The petition is granted in part and denied in part. The restrictions contained in the letters of administration c.t.a. issued to petitioners are modified to the extent necessary to allow the collection and distribution of the proceeds from the Fund. They are authorized to collect the amount due from the Fund and to execute the necessary receipts and releases, and the court dispenses with the filing of a bond. The request to reimburse Russell Chow in the amount of $8,255.00 for decedent’s funeral expenses is granted. Attorney’s fees are fixed and determined at a rate of ten percent, as provided by the September 11th Victim Compensation Fund Acts, and as set forth in the decree. The request for permission for the firm of Hansen & Rosasco, LLP to act as escrow agent for petitioners is denied, as is the request to distribute the remaining proceeds from the Fund, after payment of legal fees and reimbursement of funeral expenses, directly to Russell Chow, Caryn Ann Chow and Sheryl Jayne Chin f/k/a Sheryl Jayne Chow. Instead, the award proceeds shall be collected by petitioners, as administrators c.t.a., and, after payment of legal fees and reimbursement of funeral expenses, shall be distributed to Russell Chow, Caryn Ann Chow and Sheryl Jayne Chin f/k/a Sheryl Jayne Chow in accordance with the terms of decedent’s Last Will and Testament dated September 20, 1976. The account is settled, and the decree is signed. Dated: October 13, 2023
