Decision and Orders signed: March 12 & 14, 2024 Surrogate Mella

ESTATE OF ZHUAN HUA MEI, Deceased (19-845/E/F/G) — This court grants this unopposed petition by the Administrator of decedent’s estate for leave to collect and account for the proceeds of an award by the September 11th Victim Compensation Fund (the “VCF,” as authorized by Pub L 111-347, 124 Stat 3623 [2011], and further authorized by Pub L 116-34, 133 Stat 1040 [2019] [the "9/11 Acts"]). Decedent was in the “exposure zone” as defined by the 9/11 Acts and died from Acute Myeloid Leukemia developed through that exposure. Petitioner’s request to allocate the award in accordance with the VCF Award Detail is approved. The restrictions contained in the Letters of Administration are modified to allow Petitioner to collect the proceeds of the award and to execute any receipt and releases that may be required. Decedent’s surviving spouse has executed an assignment which transfers his distributive share, pursuant to EPTL 4-1.1[a][1], to decedent’s surviving children in equal shares. The assignment and the accompanying affidavit have been recorded in this court (EPTL 13-2.2[a]). Attorneys fees are fixed at a rate of 10 percent of the award as requested in the petition and in compliance with the 9/11 Acts. Reimbursement for funeral expenses is approved. The net award proceeds shall be distributed as set forth in the Decree and pursuant to EPTL 5-4.4 and 4-1.1[a][1]. Decree settling the Administrator’s account is signed. Dated: March 14, 2024
