ESTATE OF PHOEBE KAHANOV, a/k/a PHOEBE CATHERINE KAHANOV, Deceased (13-1045/D/E/F) — The petition by the Executor of the Estate of Phoebe Kahanov to modify the restrictions on his letters to allow him to collect and distribute proceeds from the September 11th Victim Compensation Fund (“the VCF”) on account of decedent’s conscious pain and suffering and wrongful death and to judicially settle his Account with respect to those proceeds is granted. The restrictions contained in the letters issued to the Executor are modified, and the Executor is authorized to collect and distribute the proceeds and to execute the necessary receipts and releases. The award proceeds are allocated as requested in the petition and in accordance with the VCF Award Detail of May 1, 2023. The fees of petitioner’s attorney are fixed and determined as set forth in the Decree. The guardian ad litem’s allowance is fixed and determined as set forth in the Decree. Funeral expenses were paid, and reimbursement is not sought. Petitioner is not entitled to statutory commissions. The balance of the award proceeds shall be distributed to decedent’s spouse as requested in the petition, and as set forth in the Decree. The Account is settled, and the Decree is signed. The Clerk of the Court shall serve a copy of this decision to all parties in the proceeding by email at the addresses below. Dated: May 1, 2024
