ESTATE OF SHAN JIAN ZHENG, Deceased (14-4481/B/C/D) — The court grants this unopposed petition by Bi Xin Lin, as Administrator of the estate of Shan Jian Zheng, to collect and account for the proceeds of an award by the September 11th Victim Compensation Fund (the “VCF,” as authorized by Pub L 111-347, 124 Stat 3623 [2011], and further authorized by Pub L 116-34, 133 Stat 1040 [2019] [the "9/11 Acts"]). Decedent, who was in the “exposure zone” as defined by the 9/11 Acts, died on November 13, 2014, from malignant neoplasm of bronchus and lung which developed through his exposure during and in the aftermath of the terrorist attacks on September 11, 2001. The record reflects that decedent was 73 years old at the time of his death. Decedent was survived by his spouse and an adult son. Petitioner, who is decedent’s spouse, has assigned her beneficial interest in decedent’s estate to her grandson, Jun Wei Zheng. The proceeds are allocated in accordance with the VCF Award Detail. The restrictions contained in the Letters of Administration are modified, and Petitioner is authorized to collect the award and execute any receipts and releases that may be required. The record reflects that decedent was 71 years old at the time of her death. Decedent was survived by her spouse and an adult daughter. The proceeds are allocated in accordance with the VCF Award Detail.
