Defense lawyers practicing in Brooklyn see former Mayor Rudolph Giuliani’s 11 appointees now serving on the Kings County Criminal Court as ranging from top notch to problematic. Mr. Giuliani has appointed 52 percent of the 21 judges sitting in Brooklyn’s Criminal Court.

Three judges, who are assigned to Staten Island on a rotating basis from Brooklyn, are currently sitting in the Staten Island Criminal Court. In February, a judge who had been appointed by the the former Mayor at the end of last year, Salvatore J. Modica, was among those assigned to the court in Staten Island.
