THE REFEREE appointed by a state judge to draw new boundaries for congressional districts announced yesterday that he agreed with the special master appointed by three federal judges on changes upstate that would pit incumbent congressmen against each other in two so-called “fair fights” – Republicans versus Democrats in a Hudson Valley district and one in Western New York.
However, Kenneth J. Bialkin, the referee appointed by Justice Herman J. Cahn in Supreme Court, New York County, said he accepted the redistricting plan proposed by Assembly Democrats for New York City and one proposed by State Senate Republicans for Long Island.
