ALBANY – The New York State Bar Association this weekend is expected to urge great caution in the use of military tribunals to try suspected al Qaeda terrorists.
“In times of national emergency and war, it is especially challenging to maintain the rule of law and the delicate constitutional balance of protecting national security and civil liberties while giving high regard to both,” according to a proposed resolution on the agenda for Saturday’s House of Delegates meeting in Cooperstown.
