Mr. Schwarz, a former police officer, was convicted in 1999 of violating Abner Louima’s civil rights by holding him down while another officer sodomized him with a stick in the 70th Precinct station house in 1997. In February, a federal appeals court overturned that conviction and one for conspiracy to obstruct a grand jury, and ordered a new trial.
