New Jersey lawmakers are considering how to regulate the burgeoning business of daily fantasy sports, but are not likely to move until a federal appeals court decides whether the state can legalize sports betting.

The Assembly Tourism, Gaming and the Arts Committee heard more than two hours of testimony Nov. 9 on daily fantasy sports, but took no action and did not answer the question of whether it is merely another form of gambling.

“It's difficult to understand how daily fantasy is not considered gambling,” said committee Chairman Ralph Caputo, D-Essex.
