A New Jersey panel that resolves disputes over the cost of legislation between local governments and the state has rejected a complaint claiming the state's recently enacted bail-reform system is unconstitutional.

The New Jersey Council on Local Mandates, in a ruling that cannot be appealed, issued a formal opinion dismissing the complaint in a 4-3 vote.

The ruling, made public May 2, cements an informal vote that was taken after a hearing on Feb. 15.
