The governor, the attorney general and prominent leaders of both houses of the legislature have indicated that reform of police practices is at the top of their agenda as the criminal justice system hopefully returns to normal next year with the much-anticipated defeat of the coronavirus. We were pleased to see that on Nov. 24, 2020, Gov. Murphy signed legislation that makes the wearing of bodycams mandatory for New Jersey law enforcement personnel. There are a number of similar bills still pending in various committees of the legislature. These include SCR-132, calling for federal investigation of certain forms of law enforcement misconduct, S-2562/A-4263, which makes use of a chokehold by law enforcement personnel illegal in non-dangerous situations, and S-2689/A-3641, which makes implicit bias training mandatory in the instruction of law enforcement cadets. These provisions need to be signed into law. As the severe restrictions in our criminal justice system begin to recede in 2021, we urge the Murphy administration and the legislature to keep their promises to make police reform a top priority in 2021.
