A New Jersey Institute for Continuing Legal Education (NJICLE) will feature the mayors of New Jersey's two largest cities, Ras Baraka of Newark and Steven Fulop of Jersey City, in a program next month focusing on the pivotal role the cities played in the adoption of the state Constitution of 1947 and the formation of the New Jersey court system, and the challenges the cities face today.

Ralph J. Lamparello, past president of the New Jersey State Bar Association, will moderate the discussion. The panel will also include Julien X. Neals, Bergen County counsel and former Newark business administrator, and Eric S. Pennington, present Newark business administrator.

The program also includes a keynote question-and-answer session with Judge Nelson Johnson, author of Battleground New Jersey: Vanderbilt, Hague, and their Fight for Justice and Boardwalk Empire: The Birth, High Times, and Corruption of Atlantic City, which inspired the HBO series.
