On what would have been former U.S. Supreme Court Justice Ruth Bader Ginsburg's 88th birthday on Monday, Gov. Phil Murphy is expected to formally announce the nomination of Rachel Wainer Apter, a former law clerk to Ginsburg and current division leader with the Department of Law and Public Safety, as his pick to replace retiring Supreme Court Associate Justice Jaynee LaVecchia.
