Noreen Giblin, former counsel at Newark-based Gibbons and chief counsel at the New Jersey Board of Public Utilities, will be named deputy chief counsel and director of the Governor's Authorities Unit by Gov. Phil Murphy, effective Sept. 13, the Law Journal has learned.
