A federal judge in Camden has shown mercy to a solo practitioner by declining to impose a $10,642 frivolous litigation sanction, after the attorney said she was unable to pay.

Camden County sought the sanction against Cheryl Cooper in connection with a suit she pursued on behalf of her client for three years, after it became apparent her position was no longer tenable.
