A precedential U.S. Court of Appeals for the Third Circuit opinion has dismissed an appeal where the court found it had no basis for appellate jurisdiction over a New Jersey district court order denying qualified immunity to police officers in a civil rights suit.

According to the decision, a Massachusetts man was driving through New Jersey on his way to a family birthday party in the early afternoon hours of May 6, 2018. The man, Fernando Saint-Jean, was driving with his uncle on the Palisades Interstate Parkway when he was pulled over by officer Michael Holland of the Palisades Interstate Park Police.
