In a precedential Third Circuit opinion, the majority held that the controversy over Gov. Phil Murphy’s Executive Order 107, banning in-person gatherings of 10 persons or more, was moot since the restriction was rescinded more than two years ago and unlikely to recur.

The appellants in this case, two New Jersey Christian congregations and their pastors, Andrew Reese of Solid Rock Baptist Church, and Charles Clark III and Charles Clark Jr. of the Baptist Church of Clementon, believe that “the Holy Bible requires them to gather for in-person worship services.”
